Depends on how you set it up I think. Accounts would need to be created and they would need RCs. However because RCs are non-voting, they could be delegated and immediately removed when not in use and then delegated again. This means that if users are logging in and out, they can get RCs at the door and leave them again whilst idle.

The next thing will be what kind of and how many transactions they are going to be doing as some are more expensive than others.

As for what you would need to stake, it wouldn't necessarily need to be much because if you have a valuable application, the coming RC delegation pools can be filled and you could have access to those at a price. That price might be a distribution of your SMT which will hopefully go up in value.

I am not technical enough to know all of the possibilities and limitations, but I am relatively sure that if you did have an app getting 3M users a day, finding RCs won't be much of a problem... early on.

Account creation would not be the most costly expenditure, since the point you've brought up is a possible solution. I am more worried or let's put it this way, wondering at a current stage, about the number of transactions since they use CPU, megacycles/state, memory/history size and was wondering if anyone out of the top of their head could suggest a preliminary cost per user. Quite a good resource is here but i still need to learn to read that since i am not technician myself.

Considering distribution, i would want to skip ICO style distribution or airdrop as is (thinking of different distribution mechanism), too many legal implications now and even more in the future, so would think financing the initial costs solely by myself, hence wondering what would be the upkeep cost considering STEEM per user or 1k active users etc.

I believe so, but i'm looking for a very approximate number.at this stage... weighted average. Lets say 1 user - 1 steem delegated or so. Just to calculate viability of the option. Let's say one of the investors asks a actually clever question: "What capital would you require to run it on STEEM provided 5 mil active users"? It is quite possible, while BC is running in the background, and users use token as a utility al other thing considered. User friendly solution with actual utilities.
