In order to prevent identity theft we like to encourage users that have an online identity, post for a website or blog, and celebrities of all notoriety to verify themselves. Verified users tend to receive a better reception from the community.
Verification can be as simple as posting to your website or blog. If you use twitter or facebook, you can also create a tweet or post there. For our easily recognizable Steemians, a photo with you holding a piece of paper with the time & date will suffice.

How do they get flagged what do you mean
Flagging or downvoting lowers the user's reputation and the post-payout if it has one. It can also result in the post not being "seen". Posting claiming to be someone you are not is frowned upon by the community, even in jest if there isn't a disclaimer saying "This is for fun, I'm not the President." or "this is satire".
You can find the flag icon in the top right of any post or comment. I recommend only using it in the case of abuse. You could get revenge flagged.
