Why does "Power Down" Not work? How do I withdraw my investment form steemit.com? PLEASE HELP!!!

I have requested to power down my steem power 8 times in the past 2 months and it has only given me 1.4 steem...I bought over 8 and powered down over 10 so far apparently...why can i not withdraw my investment form this website?!?!?
