Why is there no option to update my profile picture on steemit?

If you are having troubles updating your profile/cover picture on steemit because there isn't an option to update your picture or cover picture on your settings page, and you have found a potential solution to this problem, then do let me know as I want to be active in the community as soon as I can.
P.S : I don't have the 'public settings' sub-page when i click on 'settings', as it just shows me general settings.
