That is a reasonable move in just a couple of weeks. There are ways to cash out a payout instantly but I'm hoping your assessment is right in that votes are now heading towards those who are collecting. Good signs :)

Yep, even with the instant cashouts it appears for now to be going up and if it continues in this way, it can have a pretty big effect fast. At the very least, I think this is about as high as I have seen the vested fund, but I don't check it often.
Is it possible to see it in the past some how? Might make for an interesting chart if plotted monthly over the 3+ years, against price and active users or something.
I think it might be possible if you traversed the chain, but I don't think I can find that using steemsql.
Steem per Mvests at close of play each day from the start would be really handy too .
