I assume you mean 'not turned on deposits and withdrawals'.
Right, I think that's part of why this spike is occurring, there's a lot of STEEM locked up so supply is lower.
Also, you can still buy and sell STEEM on the exchanges using Bitcoin, you just can't withdraw any :-) Looks like Huobi might be the main source of this pump.
I think you wanted to say turned off :P
