Your supposed to be able to just add the tag. The problem is the net categories don't show up in the list so your post won't be seen. This leads to people using inappropriate tags to get posts seen.

Hello fubar, so if I add new tag that doesn't exist yet it will appear in the drop down menu category on the right correct?
Unfortunately not. That is a big problem with tags right now. If it isn't already there they don't seem to get added to the list but do exist.
someone created steemitphotochallenge category, there is also other tag craiggrant who created new category, there must be a way :)
Yes but other tags have also disappeared from the list. I think it's just broke right now.
