Missed block reporter is back online

Plans for missed block reporter code revision

Hello, this is @joviansummer(witness: @jswit). Missed block reporter for witness discord channel has been back online for a couple of days. There isn't much to write about because code revision went smoothly overall. I might need to do a few more minor fixing, but it looks stable enough so far.

One missing thing from the revised code is function to connect with STEEM SECURITY service. Both missed block reporter and STEEM SECURITY must be modified, so this feature was not included in the current version. Maybe I will consider it in the future, but considering the amount of effort to get this done I'm not sure it's worth the effort at least for now.
