https://steemdunk.xyz/ is the one I use. It allows you to set the percentage, how many minutes after posting you vote, and the max number of times per day. This really covers everything you need for this type of bot IMO.

I only use the free version, but they have different packages based on how much you want to use it (like most of them). The 20 Authors to use is way more then I need.

Yes. No cost at all. And it's really easy to set up. Added the winners of my contest from last week to autovote and it took all of 20 seconds to add 2 people.
