If you watch the Liveleak video closely, you realize that a trained medic stumbled into the drill. He was disrupting the guy taking cell video, shouting out "No entry wound. No exit wound. Cannot treat. No entry. No exit. Cannot treat". He also argued with other drill participants because he could see all the people lying around were all breathing. You need to watch the video more closely. The actors lying around were probably Hollywood stunt people, popping blood gel caps in their mouths at the right time.
