The apostle Paul in Rome: The Holy Spirit spoke the truth to your ancestors when he said through Isaiah the prophet. Acts 28:25

The Book of Acts of the Apostles recounts Paul's last journey, his trip to Rome, where he had to appear as a Roman citizen before the emperor to be judged. This trip was not without difficulties, and Paul had to risk his life, such as when the ship that was carrying him shipwrecked on the island of Malta.
Once he arrived in the city of Rome, the Book of Acts relates that he was received by Christians who lived in the city, which greatly comforted Paul. But after a time, Paul met with the main Jews of the city to preach to them about the Kingdom of God, the dominion or empire of God's perfections.
And the Book of Acts relates that Paul received many responses for his preaching, and this was according to the grace that God had placed in each heart that listened to him, some hardened their hearts but others opened them to conversion. The Kingdom of Heaven just as it has friends, also has enemies.
This is how the Book of Acts relates the meeting:
"He witnessed to them from morning till evening, explaining about the kingdom of God, and from the Law of Moses and from the Prophets he tried to persuade them about Jesus. Some were convinced by what he said, but others would not believe" Acts 28:23-24.
And faced with the hardness of hearts, Paul reflected on a text from Isaiah, which was also pronounced by Jesus, a teaching that despite time never lost its validity for the Christian faith:
"The Holy Spirit spoke the truth to your ancestors when he said through Isaiah the prophet:
´Go to this people and say,
You will be ever hearing but never understanding;
you will be ever seeing but never perceiving.
For this people's heart has become calloused;
they hardly hear with their ears,
and they have closed their eyes´" Acts 28:25-27.
After quoting this text from Isaiah in the face of those who rejected him, Paul finally reflected that the teachings of Jesus are intended for all those people who fear God in their hearts, and this is the new Israel no longer according to the flesh, but according to the spirit.
