What is the meaning of special envoy to North Korea from south?

Korean president MoonJaein dispatched special envoy to meet Kimjungeun, the chief of North Korea today. They will stay in Pyungyang for two days. I don't trust they will get any affirmative answer to give up nuclear weapons in North Korea. Many Koreans are really doubtful about that issue. In that case why does Mr. Moon send them to Kim? That could be just trigger to continue the chance to talk between North Korea and USA. Jungeuyong and Seohun are always very positive for helping North Korea. They could be welcome by Kim. But I don't see they will tell the strong message to change Kim's will to possess nuclear weapons and to get benefit from USA. Kimjungeun is in real danger because North Korea is almost bankrupt now. Feminine, mass starvation, mass illness, low production of food could be constant and normal for North Korean. If this kind of situation continues within 6 months, North Korea has no option to take the worst decision. However Korean people are very indifferent of those real facts. That should be problem for the near future in Korean peninsular.
