Take the decision to share this work that it realizes for my university. Since at present there exist many persons which are informed neither this organization nor which is the function that the same one exercises.

This work I will be publishing it by chapters since I think that important content exists very much to share with you and to write it in an alone post I see it very overloaded.

Synopsis of the Organization of the American States (OAS)

The Organization of the American States (OAS), they are a product of a long process of negotiation. The origins of the inter-American system mend for 1826 with the Congress of Panama on Simón Bolívar's initiative. But it is not but until 1889 when the States of the American continent decide to meet in a periodic way and begin to build common institutions, on having celebrated conferences and meetings, which concretizan with the invitation of the government of the United States of America.

Between the most important meetings for the emergence of the OAS, we must emphasize the First International American Conference celebrated in Washington, D.C., from October 2, 1889 to April 19 of 18902, with the aim of " discussing and recommending to the respective Governments the adoption of a plan of arbitration for the arrangement of the disagreements and questions that could in the future thing be provoked between them; of treating of matters related to the increase of the commercial traffic and of the media of direct communication between the above mentioned countries; of promoting those commercial reciprocal relations that are profitable for all and to assure more wide markets for the products of each one of the above-mentioned countries ".

It is necessary to emphasize that in this conference there were established the bases of the inter-American system: commercial worries tending to achieve a major integration, juridical worries for the strengthening of the bows between the State and the sector deprived in a pacific environment of cooperation and regional safety, and the establishment of institutions specialized in different spheres.

In the course of this period the basic beginning of the OAS was established, as result of such numerous agreements as the Agreement To avoid or To anticipate Conflicts between the American States (Treated about Gondra) in 1923, the Convention on the Laws and Duties of the States of 1933, between others.

In 1948 there took place a meeting of great relevancy for the emergence of the OAS, in which 21 American States met in Bogota, Colombia, in the frame of the Ninth International American Conference, of whose product there is adopted the Letter of the OAS, which establishes the foundations of the organization. There takes refuge also the American Agreement of Pacific Solutions (" Agreement of Bogota), the American Declaration of the Laws and Duties of the Man and the Economic Agreement of Bogota, to promote the economic cooperation between the American States (but that never entered force).

In the following chapter we will be able to read a bit more on which it is the intention of this organization, the structure of the same one, and the permanent council that shapes it. In addition I will speak on " Prevention and Eradication of the sexual, commercial exploitation, illicit traffic and it treats of children, girls and teenagers ". On this topic the OAS it goes working in from 1999

Sinopsis de la Organización de los Estados Americanos (OEA)

El sistema interamericano y la Organización de los Estados Americanos (OEA), son producto de un largo proceso de negociación entre los Estados del hemisferio. Los orígenes del sistema interamericano remontan para 1826 con el Congreso de Panamá por iniciativa de Simón Bolívar. Pero no es sino hasta 1889 cuando los Estados del continente americano deciden reunirse de manera periódica y comienzan a edificar instituciones comunes, al celebrar conferencias y reuniones, las cuales se concretizan con la invitación del gobierno de los Estados Unidos de América.

Entre las reuniones más importantes para el surgimiento de la OEA, debemos destacar la Primera Conferencia Internacional Americana, celebrada en Washington, D.C., del 2 de octubre de 1889 al 19 de abril de 18902, con el objetivo de “discutir y recomendar a los respectivos Gobiernos la adopción de un plan de arbitraje para el arreglo de los desacuerdos y cuestiones que puedan en lo futuro suscitarse entre ellos; de tratar asuntos relacionados con el incremento del tráfico comercial y de los medios de comunicación directa entre dichos países; de fomentar aquellas relaciones comerciales recíprocas que sean provechosas para todos y asegurar mercados más amplios para los
productos de cada uno de los referidos países”.

Cabe destacar que en esta conferencia se establecieron las bases del sistema interamericano: inquietudes comerciales tendientes a lograr una mayor integración, inquietudes jurídicas por el fortalecimiento de los lazos entre el Estado y el sector privado en un entorno pacífico de cooperación y seguridad regional, y el establecimiento de instituciones especializadas en diferentes esferas.

En el transcurso de este período se establecieron los principios básicos de la OEA, como resultado de numerosos acuerdos tales como el Tratado para Evitar o Prevenir Conflictos entre los Estados Americanos (Tratado de Gondra)
en 1923, la Convención sobre los Derechos y Deberes de los Estados de 1933, entre otros.

En 1948 tuvo lugar un encuentro de gran relevancia para el surgimiento de la OEA, en el cual 21 Estados americanos se reunieron en Bogotá, Colombia, en el marco de la Novena Conferencia Internacional Americana, de cuyo producto se adopta la Carta de la OEA, la cual establece los fundamentos de la organización. Se acoge también el Tratado Americano de Soluciones Pacíficas (“Pacto de Bogotá), la Declaración Americana de los Derechos y Deberes del Hombre y el Convenio Económico de Bogotá, para fomentar la cooperación económica entre los Estados americanos (pero que nunca entró en vigencia).
