La problemática socioambiental ha sido objeto de reflexión y estudio desde hace varias décadas, en los últimos años organismos internacionales como la UNESCO, el PNUMA, la OEA, la OEI, entre otros; han realizado una serie de iniciativas como eventos, pronunciamientos y tratados; donde se ha señalado la importancia de la Educación para la Sostenibilidad en el contexto universitario, instando a estos centros de enseñanza a asumir el compromiso con la sostenibilidad, en todas sus funciones: docencia, investigación, extensión, así como también en la gestión administrativa.

En este sentido, las instituciones de educación superior han permanecido mayormente indiferente, siendo muy pocas las iniciativas en el ámbito universitario, paradójicamente a los innumerables y diversos estudios e investigaciones científicas, donde se destacan las consecuencias actuales y potenciales de la creciente crisis socioambiental, tanto a nivel local como global.
Las universidades no están alejadas de esta situación, por lo cual se están realizando algunos esfuerzos para superar esta brecha, surgiendo el tema de la gestión institucional sustentable, referida al uso eficiente de energía y agua, disminución de la producción de residuos sólidos y prácticas sustentables.
No obstante, se debe tener claro, que la transición hacia una institución promotora de la sustentabilidad no es una tarea fácil, y se debe enfrentar numerosos obstáculos y romper paradigmas, tanto a nivel institucional como personal, y luchar contra la falta de comunicación y cooperación de los integrantes de la comunidad universitaria, donde no sólo se hace necesario una gran voluntad política para incrementar las condiciones que permitan el cambio universitario, sino también el sentido de pertinencia de cada uno de los actores que hacen vida en el campus.

Cuando se habla de la gestión universitaria sustentable, se considera implícitamente la transformación de la universidad y de todos sus actores, tomándose en consideración, que para ello se requiere de un profundo cambio en las rutinas, políticas, directrices, misión y visión institucional; siendo este un trabajo coordinado, no sólo entre todos los miembros de la comunidad universitaria: estudiantes, docentes, empleados y obreros; sino también de sus autoridades.
Para afrontar este reto, y convertirlo en una oportunidad, hará falta implementar estrategias basadas en el análisis situacional de la universidad y desarrollar un plan de acción, donde se involucren a todos los actores de la comunidad universitaria, en la búsqueda de soluciones a problemas concretos detectados en el campus universitario.
Es importante señalar, que una de las principales iniciativas que marcó pauta con respecto al reto de la incorporación de la sostenibilidad en las instituciones de educación superior, fue en el 2002, cuando la UNESCO, declara el Decenio de la Educación por Sostenibilidad 2005-2014. Sin embargo, se han realizado innumerables tratados, eventos, acuerdos, convenios, programas y principios vinculados con el tema, donde entes gubernamentales, representantes de países y diferentes actores promovieran iniciativas al respecto.

En este orden de ideas, el reto de la sostenibilidad y su incorporación en la gestión universitaria es cada vez mayor, tanto en el ámbito mundial como nacional. Es referencia obligada a nivel nacional en este tema, la Universidad Pedagógica Experimental Libertador (UPEL), considerada como la Universidad Verde, la cual ha venido trabajando progresivamente en la incorporación de la sostenibilidad no sólo en el ámbito académico, sino en la gestión universitaria, a través de un grupo de acciones orientadas en esa materia, tales como: la aprobación y declaración de la política ambiental institucional, concientización y sensibilización a través de talleres sobre métodos de reducir, reusar y clasificar los residuos y desechos sólidos para su manejo integral, la incorporación del tema de sostenibilidad en los Cursos de Educación Ambiental, y por último, el fortalecimiento de la línea de investigación Manejo Integral de Residuos y Desechos Sólidos, mediante los proyectos de pregrado y la participación de tesistas de los subprogramas de Maestría y Doctorado.
In this order of ideas, the challenge of sustainability and its incorporation into university management is growing, both globally and nationally. It is a mandatory reference at national level in this subject, the Pedagogical Experimental University Liberator (UPEL), considered as the Green University, which has been working progressively on the incorporation of sustainability not only in the academic field, but in university management, through a group of actions oriented in this area, such as: the approval and declaration of the institutional environmental policy, awareness and awareness through workshops on methods of reducing, reusing and classifying waste and solid waste for its integral management, the incorporation of the topic of sustainability in the Environmental Education Courses, and finally, the strengthening of the research line Comprehensive Management of Solid Waste and Disposal, through the undergraduate projects and the participation of thesis students of the Master and Doctorate subprograms.
Finalmente, este trabajo pretende iniciar la reflexión sobre la universidad que tenemos y la que queremos construir, orientada hacia la gestión universitaria sustentable, para ello, se debe partir de un diagnóstico de la situación actual de la institución en materia de sostenibilidad, con la finalidad de analizar y propiciar la discusión de aspectos relevantes en esta materia, con miras a la formulación y diseño de un plan de acción, donde se logre el trabajo colectivo y la cooperación de los diversos actores de la comunidad universitaria, que permitirán la ejecución y adaptación de los programas y acciones que se establezcan en él. Así mismo, se debe establecer metas y plazos para la ejecución de los objetivos propuestos, permitiendo de esta manera, la evaluación de los resultados obtenidos a través del diseño de un sistema de indicadores de gestión.
Sin embargo, esto representa enfrentar a uno de los mayores desafíos en el camino planteado hacia la incorporación de la sostenibilidad en la universidad, y es, lograr que el plan de acción se convierta en política institucional operativa, a través de un mecanismo que permita comprometer a cada miembro de la comunidad universitaria con la institución, y a su vez, lograr que se asuma dicho compromiso, como parte de sus actividades cotidianas.
No obstante, una tarea prioritaria debe ser, la concientización mediante la creación de espacios para la formación y discusión, con todos los miembros de la comunidad universitaria; así como, propuestas curriculares y de investigación-extensión con la finalidad de que los diversos actores de la comunidad universitaria participen en forma activa en la etapa de transición y adaptación hacia una universidad ambientalmente responsable.
Finally, this work intends to initiate the reflection on the university that we have and the one we want to build, oriented towards sustainable university management, for this, it should be based on a diagnosis of the current situation of the institution in terms of sustainability, with the purpose to analyze and promote the discussion of relevant aspects in this matter, with a view to the formulation and design of an action plan, where collective work and cooperation of the various actors of the university community will be achieved, which will allow the execution and adaptation of the programs and actions that are established in it. Likewise, goals and deadlines for the execution of the proposed objectives must be established, thus allowing the evaluation of the results obtained through the design of a system of management indicators.
However, this represents facing one of the biggest challenges in the path towards the incorporation of sustainability in the university, and that is, to make the action plan become an operational institutional policy, through a mechanism that allows to compromise to each member of the university community with the institution, and in turn, achieve that commitment is assumed, as part of their daily activities.
However, a priority task should be, awareness through the creation of spaces for training and discussion, with all members of the university community; as well as, curricular and research-extension proposals with the purpose that the diverse actors of the university community participate actively in the transition and adaptation stage towards an environmentally responsible university.

Un excelente tema, la problematica de las universidades en estos momentos esta afectada por la situación pais y al depender del gobierno todo se ha vuelto un caos. Es una buena propuesta no depender todo del gobiernos que las universidades generen ingresos propios a traves de diferentes servicios que presten la comunidad de los devolveria en bienes.
