You are making an excellent point, and I like your solution. That works if you have a lot of steem power, but otherwise you run out pretty quickly. It's a tough question. Thanks for bringing it.
It's probably going to take a concerted community effort to solve this. I don't think a single whale, or even a group of whales have the resources to combat this. It's more about time and effort than steem power for them. There's just too many spammers.
