A scat is an improvised vocal riff using doo dee boop bop sounds, a yodel is a subtle inflection of pitch or use of vibrato and falsetto to bend into a note. Quavering..here is an example of classic country twang yodeling..

meh semantics, way i see it both are fast, sharp, consecutive jumps in notes, pitch , tones etc. the "way" its done is dependent on the style of singing.
it can be found across a great number of genres from actual yodeling right the way through to through to rock, hip hop and R'n'B... and even religious prayer songs cross culturally... in which case we could argue that yodeling is a sacred artform of prayer, lol
so again i stand by my previous comment... it really depends on where you are standing on the music spectrum
Lol, sorry as a Tennessee native, a state that gave birth to blues, jazz, country, bluegrass, and gospel I'm going to stick firm to skat not being related to a yodel.
But you are also not exactly wrong and in music if it feels right it is right and defies definition..
