Keyboard types wrong letters

Anyone have this problem?
A friend bought an HP laptop. But cannot even finish the sign in process to get it setup. The keyboard uses different letters than what she types in.
We tried resetting the numlock and also setting it to a different English setting. There were only two options for English and both the settings still gave the wrong letters than what was typed in.
So it is not even possible to set up. Is there anything we can do other than return it and try again with another one?
