Where I live, we've been quite successful with changing laws to make urban agriculture a thing. The way I compost was totally against the rules when I started transitioning my yard seven years ago. Today, it's all legit - and the city councilors who used to stand in the way of sensible gardening policies have pretty much all been voted out of office.
