Fundamentally, he thought that the government had a noble intent, there are a group of people that evade the senior levels of government, that have become less accountable to the public they serve.  They succumb to the prerogatives of their hierarchical status, their elected officials, upper class of bureaucrats that survey and ruin the sort of freedoms that people used to enjoy.  

He moved from the C.I.A. to the N.S.A. and he's very smart with what he has to say.
