Where does SmartCash get the money to fund various smarthive projects?
When it comes to Smartcash it is a community driven cryptocurrency project and its focus area is community and the developers.
From the onset smartcash has had a transparent structure.
70% of the block rewards go to fund the smarthive community proposals and the hive team teams.
30% of the remaining blockrewards go to the miners 5% and 15% go to smartrewards.
10% Are for those who run the smartnodes.
Since the community is the corner stone for the smartcash cryptocurrency project so 70% of the funds go to fund that the community approves and would like to take forward.
With this structure smartcash is pushing ahead some very innovative features such as
smartrewards : Users who hold smartcash can earn smartreward. This smartreward is smartcash that gets credited to their account as a reward for holding 1000 or more smartcash.
Smartnodes: One needs 10,000 smartcash in your wallet and a VPS for this to work. Once set up you get a share 10% of the rewards that get distributed among-st all the node holders.
Instapay: This features enables the payment in the form of smartcash to be transferred instantaneously from the sender to the recipient.
Smarcard: Users can create their own smartcard load it with smartcash and carry it around. They need not have internet to use it.
compatibility with ATAR Smart band : Users can load smartcash onto the ATAR smart band. This can be used to make payments at the POS terminals of malls and stores.
Ability to send smartcash via sms, email, as tip via twitter or tip on steemit posts.
It also has a fully functional tipping bot on steemit.

Im not sure what does it mean that 70% of of the block rewards goes to fund community. I understand how Steemit is rewarding their community, but how is it happening with Smartcash? what community members need to do in order of being rewarded?

You can view the various proposals that are present there.
The live ones are available for voting. A member can put up a proposal and if the community approves the funds are given for the project. This is how the project funding works.
