Of course it is possible to sky dive from this height. Depends on the exact height but probably you would need a mask with oxygen

Couple of minutes. Maybe 3-4 I'm not sure. But again depends on the exact height. You fall about 200km / H. So calculate how long it would take
Looks like your riding in a q-400 or similar so depending or your route length you are probably cruising between 14 and 24 thousand feet you would probably need supplemental oxygen for the beginning of the jump. The military jumps from that high they call them HALO jumps or high altitude low opening.
I'm assuming that sky diving must be similar to normal freefall, a liitle wet since clouds are just water and very scary . For me its better to just fly above like in the photos that are so beautiful :)
