RE: The Raspberry Pi 4 launch site runs on a Pi 4 cluster
No, spamming links with nothing but the link is spam, and as long as you continue using the palnet tags, the flags will as well.

Been following the account for a while. They post interesting and clearly curated articles along with a short description via twitter which I consume regularly. I have yet to see a post with "nothing but a link". If you have an issue with this type of posting as a concept, might be better to take it up with @share2steem. As far as @techwizardry is concerned, I'd suggest not using the tag if they don't want this type of content in the Palnet community. It's not clear to me how a Palnet community preference translates to a @cheetah blacklist though. I would suggest that people be careful in attempting to be the arbiter of what is considered 'of value' on STEEM if it clearly falls into the subjective territory of what is considered abuse-- the articles are linked.
The two are mutually exclusive as far as Palnet and Cheetah. But as far as value, if you see value, that's great, use them! However, when we have people trying to actually create content for the site, what appears to be a semi-automatic click of a button should not earn anything. If the Palnet tag is dropped, my flags stop. If an actual attempt to some sort of analysis of the article is added, my flags would stop.
