In recent times, researches are suggesting that women are more sexually fluid, it is safer to say both are equally responsive to sexual desires and stimuli.

And our individual responses to sexual stimuli also depends on the person's genetic make up, state of mind and body, cultural and religious orientations and many other factors.

Most people feel that men crave for sex more than women, that men think more about sex and are always appearing horny and ready for sex. However, women are more sexually fluid, can have multiple orgasm, can last longer during a sexual session etc.

So you can't really say it is men, although males are biologically progenitors who nature (evolutionary biology) has compelled to ensure the continuity of their specie and put in them a strong desire to mate as many females as they can.
