Detail on our Municipality doors

Our Municipality building has many architectural ornaments. It was built in Neorenesanse style but what I always prefered were these details on its huge backside metal doors, leading to the courtyard. This metal relief on the doors is rather small compared to the doors.

I was always wandering what do they represent. OK, it's stylisation of a face. Whose face? Why? Who ordered it? Who made them? It is just not fair, we never get those details with the craft art or architecture...
