You would think so, right? To nominate and vote, I'd have to pay the $30+ annual membership fee. I looked into this several years ago, I attended one state-wide SFF conference and met a few famous authors (Nancy Kress, e.g.), but this gets political, and I'm too jaded and cynical for that.
