Sleep follows a peculiar architecture. It happens in roughly 90 minutes cycle. Each cycle will have two parts NREM and REM. NREM again has N1,N2 and N3 stages. All these stages are characterized by typical brain activity, eye movement and muscle tone. With this background let me come to your question.

Majority of dreams happen during REM stage of sleep. During this time brain disconnects all skeletal muscles from action so that dreams are not acted out. This is true to all higher mammals. We also dream during other stages of sleep as well but they are way different from REM stage dream. There are realistic and bizzare dreams, color & black n white, you can feel smell and touch as well in some cases.

Now once you come out from REM stage and go back to stage 1 of NREM sleep of next cycle, your muscles will get back their tone. If we are slightly conscious in between (known as micro arousals) we feel like we are going to fall( I am sure that all of us have experienced this). This is called hypnic jerk. There are few more reasons why muscles become atonic(no activity) during REM sleep.
