I thought geo-engineering was something the research community was really, really reluctant to make use of, if nothing else due to the political issues needed to be resolved first. One thing is the technology, but a whole other beast is deploying it - which countries have a say in it, which ones will decide when to stop, and so forth.

The research community and the government covert research programs are very different entities. The major difference is that these scientists in the black budget programs have absolutely no control over the application of their research. We only have to look at the Manhattan project to see case in point how the technology can be used by the unscrupulous without the knowledge or cooperation from those who would morally object to these applications. The military did not ask if it was acceptable to drop nuclear weapons on Hiroshima, so why would they suddenly develop a conscious now?

That's a good point. So the government may choose to (mis)use technology developed by the research community.

They never referred to geoengineering, only weather modification. Different process, chemicals, use and scale.

I see. To me it fell into the same category as geoengineering. Thank for clearing that up. By the way, what exactly is the distinction between weather modification and geoingeneering?

Weather modification is for local precipitation enhancement. There are exceptions (e.g., breaking up hailstorms to reduce property damage) but almost all weather modification programs are designed to induce more rain and snowfall from storms. Why? Because it’s the only way we can think of to increase our dwindling freshwater supplies. One of the reasons it’s easy to confuse with geoengineering is that it’s done around the world.
Geoengineering means engineering a planet. As applies to our planet, we discuss geoengineering more specifically as climate engineering―devising methods to remediate increased global temperatures. We could certainly argue that rampant weather modification programs through the planet constitute inadvertent geo/climate engineering. But that’s not engineering. It’s unintended consequences.
