The point is that the brain is always "hungry" for glucose, and is very vulnerable to lack of glucose, so all neurons are not active simultaneously but some wait in standby mode until needed. Why this? Simple, because energetically and metabolically speaking is much more efficient. Having all the brain on at the same time would not make us any smarter or better.
