Economically, In order to cover 100% of surface in ice, It would needs about 100 millions tons of steel ( 6.25% of World Production of Steel ), 100 millions ** Wind-Powered Pumps** device and total estimate cost of 500 billion dollar.
They should spend this amount of money to save humans instead of whales
Not only whales but also human :D
