the idea that ever evolved in the soviets is essentially not much different from Friedman's idea to increase development of a socialist society in the uni sovyet, of the country's education system proposed to be updated. Yegorligachev, the number 2 people in sovyet after Michael Gorbachev considered that the quality of education in the red bear country (Unisovyet) is no longer in line with existing developments. Therefore Ligachev to proposed that there is continuous input to improve the quality of education.

Is it true that decentralization will improve the quality of education?

Decentralization of education which I means here is an education system independent (not dependent on the central). Thus decentralization of education can be defined as an independent educational system that is independent of the center in all its aspects.

Generally, decentralization of education is the delegation of authority (autority) and responsibility of educational from institutions at the central level to educational institutions at the local level to the school level. Decentralization is having meaning delegation of powers by the center to the existing education management apparatus at the provincial and local levels, as an extension of the central apparatus to improve work efficiency in the management of education in the regions. [1]

The objectives of education decentralization

The objectives of decentralization are :[2]

  1. For Prevent financial convergence;
  2. As an effort to democratize the Regional Government to include the people responsible for governance.
  3. Preparation of programs for socio-economic improvement at the local level so that it can be more realistic.

Analysis of Decentralization of education in Aceh
Aceh is one of province of 34 provinces in Indonesia which is granted regional autonomy. Aceh is therefore granted an autonomous special right to manage education and improve the quality of education in Aceh independently. in this case the Aceh government is an extension of the central government in the region to manage the region independently. and it is highly feasible to apply decentralization system in education in aceh.

According to my analysis, education with a decentralized system is superior to then education system wich implemented this time in Aceh. Mechanisms and system of desantralisai in its application is:

  1. decentralization policy need responsible, innovative, crediated, and self-directed implementers. because the experience under the centralized education system is long and excessive then the implementation of education with the above-mentioned properties are not many. Implementation of education is already familiar with instructions, implementing instructions, and technical guidance.

  2. Decentralization may be able to improve the quality of education, in the sense of increasing students' mastery of students over the lessons given as indicated by the test scores, but decentralization is not a guarantee of enhanced external efficiency. In a sense school graduates can do and get the job its should.

  3. Education Restructuring
    in essence, the structure and mechanism of education that is being implemented in the country of Indonesia generally, especially Aceh based on the understanding of education born in the USA in the 1950s which only emphasize the method for students to master basic skills and lessons taught. such education structures and mechanisms in their implementation in developing countries produce an education system that is insensitive to the ideas and development of the world of work such as education ignores new ideas about the role of education in a changing society or the era of globalization of the education system ignoring the nature of students as individuals who have certain characteristics.

And the mechanism of educational practice that is carried out too much emphasis on aspects of the process. It is not strange because the decision-making based on the premise. If the process runs properly it will automatically produce a quality output.
Therefore, the focused policy is to regulate the process by developing policies so that teachers can continue to carry out the behaviors as they have been designed and intended to produce out puts determined so that the process can run on a quality. Wisdom makers never imagined or did not know that the educational process could not be uniformed. Too many variants do not allow for the uniformity of the educational process.
