This is hard to answer because we don't even know the shape of the planet we are living on, let alone the shape of the universe.
The aether has a structure. You look at it and its a bunch of hexagons . Imagine interlocking Rhombic Dodecahedrons. And you know which hexagon you are in.
So, basically it is relative to the center of the galaxy. Which also gives you the exact time.
