I get that it's not going to be perfect, but the part where the universe being so much bigger compared to the living beings that inhabit it alone makes me doubt that there was ever a guiding hand behind it.
The unused areas are mostly unloaded. While gaming, we can see the big buiding over the horizon, but almost nothing in it is loaded on our pc's memory - no highly detailed textures, none of the guards inside, no item pick ups. But we can still see it. What the game gives you from afar does it's (hopefully) well optimized job.
