Actually the real answer behind the countries not approving it for use (be it medical or recreational) is not really connected to the negative effects. Take the tobacco for example, it's legal in most countries but has far more negative effects than marijuana and probably few (if not, any) positive effects. The reason is probably that there are industries for producing cigarettes and are making a ton money off that while marijuana can be easily homemade.
