Who is worse? The mastermind of money game, ponzi or scam or the followers who recruit other people?

In my opinion, those who recruit other people into a scam scheme just to get their referral commission are the worst, because most of the time, they know it is a ponzi scheme, and they don't invest anything , but earn from referrals and cash out immediately. I had a friend who did this to several people including me, and the revenue sharing site shut down in less than a year.
