Given that the Average Goals per game in Costa Rica is 2.92, we should probably be betting on Over 2.5s, especially when the odds are good at 1.8+. That said, 6/7 of the last meetings between the two teams have ended Under and neither are particularly scoring well... so let's go with the under on this one.
