Yeah that's kind of ridiculous. That money definitly goes to the big media corporations that have probably spent millions of dollars lobbying to have that law passed. You're right that none of it goes to the majority of content creators. I wonder if we have anything like that here in Canada? I wouldn't be surprised if we did.
