I can't reduce my power of golos

He writes to me that I cannot reduce the power of the golos (ERROR: Transaction broadcast error.), because I need to gain a certain power of golos, so that I can withdraw a certain number of votes from it.
How so? So there is no rule that is written in white paper that the withdrawal of tokens within 13 weeks. Or it depends on the fact that the voice token is on the exchange 0.03$?
In any case, the obligations must be fulfilled. If it is written that within 13 weeks it is possible to withdraw Golos tokens from the Golos platform, then there can be no restrictions on my rights.
I think that this is a deception of the Golos team.
Maybe someone else can explain to me how the blockchain-based system works? And would not the same Steemit?
What if the steem token goes deep down and we can't get our tokens to the exchange?
