I haven't thought about this for long, but I would assume a 2 cent coin, a 5 and two 1's to cover the single digits. Then a similar thing with the double digit coins (10, 20 and 50 cent) then a 1 Euro coin as well. Then you can either have a 2 Euro coin, or you can swap a 1 cent coin for a two cent coin and there's no need for a two euro coin (As it would all add up to 2 Euros anyway)

So I guess my answer is

1 x €0.01
2 x €0.02
1 x €0.05
1 x €0.10
2 x €0.20
1 x €0.50
and 1 x €1

So 9 coins altogether
