This sentence doesn't make much sense to me. I don't know the word صوئو.
But I think it could be a typo and it's meant صولو. Which than would mean: "... Ankara’ya şiddetli sulu karla beraber bir karıştan fazla kar düşmüştür.” Rabbim en iyi bilendir.
Thanks for looking at this @andalucia . Your typo theory makes the most sense to me. "Sulu" (wet/watery) would only be off by one letter.
