Dairy farmers will either go out of business or be forced to pass on to consumers what amounts to another massive “food tax” on Californians.

Well, that's the goal, isn't it? They don't want to "reduce emissions." They want to change behavior by controlling land/resources, businesses/finances, and what you're able to purchase/consume.

It's not about saving the planet. Never was and never will be. It's always about power and control. That's what governments do.
