Here’s what’s required for the memo to be released.

Specifically, House Rule (X)(11)(g)(1) determines whether the Intelligence Committee can make the memo public. The Intelligence Committee must take a vote on whether releasing the memo would serve the public interest, subject to the following rules:

  1. First, a member of the Intelligence Committee must request a vote
  2. Next, within 5 days of that request, the Intelligence Committee must take a vote.
  3. If the vote passes, the Intelligence Committee may immediately disclose the memo, unless POTUS has requested the memo be secret. (This probably isn’t relevant. If Trump does request it be kept secret, he has 5 days after the Committee’s vote to reaffirm he wants it secret. The Intelligence Committee can then send the matter to the entire House of Representatives. If the House votes to release the memo, then its released despite Trump’s wishes).

TAKEAWAY: We should assume no vote has been requested yet, until we hear otherwise. First, we should focus specifically on reaching the 13 Republicans who sit on the Intelligence Committee, politely urging them to request a vote. Pic related shows who they are. Second, we should politely urge these same 13 Republicans to actually vote in favor of releasing the memo once a vote is requested. After all, the rest of Congress probably won’t vote on the memo, unless Trump requests it be kept secret. That said, it’s still very important to reach out to all Congressmen because since they’re helpful in bringing attention to the memo whenever they speak out.

It's important to note most of the Republicans we've seen speak out about the memo have been Republicans who do not sit on the Intelligence Committee. I'm not sure if that's because those on the Intelligence Committee itself are keeping a policy of staying quiet while other Republicans raise the issue, or if it's something else.

Either way, it's important to recognize that we haven't heard anything from many of the Republicans whose opinions that matter most (those on the Committee). So we should definitely make sure to reach out to them.

A second opinion from the thread

I get the impression that Nunes is a true, straight up guy. But I sense that he's pissed on two levels. First, he more than any other member of Congress, has seen all the info and he's clearly troubled by it. He's said that he's seen evidence of "abuse" (See http://www.washingtonexaminer.com/devin-nunes-accuses-fbi-doj-of-demonstrating-abuse-of-government-surveillance-programs/article/2645818)

Second, after he initially went to the SCIF to view the evidence of unmasking (hmmm I wonder which whistleblower tipped him off? See Conservative Tree House analysis for a likely source), Rep. Schiff orchestrated the ethics compliant that side-lined Nunes' chairmanship of the Intelligence Cmtee. for 7 months. Nunes can't be happy about that.

Now consider the timing of the leaks about Peter Strzok and Page. I'm not sure who got that information released, but the timing of it is interesting because it allowed the public to sbegin a conversation that has resulted in Strzok and Page becoming house-hold names.

Then Nunes makes the report (only four pages??) available to other members of Congress yesterday for the first time. Within the last two weeks rumors are flying that Strzok and Page are even more diabolical that we already know...

My key point, there have been months of pre-positioning the Strzok/Page angle and I'm starting to think that all of this is operating on a strategic time table.

As far as I am concerned, we shouldn't take chances, and we should be blowing up inboxes with demands to #RELEASETHEMEMO
