I think this is a good change if we don't end up with less in upvotes. I have been waiting for accumulating another full 500 SP going to the next level, it seems that I can just not worry about that.
We are trying to keep the upvotes on par with the current tier system. Yep, now you can delegate any amount and the multiplier will kick in. =)
