#1 - Question - Is using popular tag on Steemit, not relevant to the post, plagiarism ??

There are several specific and popular tags on Steemit like kr-newbie, kr etc. Does using them in your post if your post is not related to these tags, comes under Plagiarism??

Recently a post of a friend of mine was flagged by a bot for using the wrong tag. Is it justified ??
