Steem and Steem Power Value

Why the value of the two are so close if the Whitepaper says that Steem Power will get 9 times Steem?

"Because Steem wants to encourage long-term growth, it is hardwired to allocate 9 STEEM to
Steem Power (SP) stakeholders for every 1 STEEM it creates to fund growth through
contribution incentives"

Am I missing something here?
