Russian leader Vladimir Putin understands that significant growth rates are based on digital economy and technological leadership. Moreover, the President understands the importance of high technology and the digital economy and is very interested in this field. Industry experts do not entirely share this view and believe that the development of technology in this field can bring either tangible benefits to, and to cause irreparable harm.

As stated by Vladimir Putin at the St. Petersburg international economic forum, "to build human, intellectual, technological advantages in the field of digital economy, we intend to act in areas of systemic importance". The head of state promised that the IT companies will be provided with the necessary support to be formed the regulatory framework and digital technologies are part of all spheres of life.

The number of users of electronic public services in Russia, according to the Ministry of communications, in 2016 grows by 1 million per month, and the penetration of electronic public services into the main 30 regions of the country exceeded 20%.

"It is no accident Vladimir Putin, according to Deputy Prime Minister Igor Shuvalov, "sick" of the digital economy. Because electronic document management virtually eliminates the contact of the citizen with the official, and therefore reduces corruption. According to a recently published study conducted by the international consulting and audit company Ernst & Young, the average global corruption index is estimated to be 39%, while the index of corruption for Russia in only 34%. This lower index than in some EU countries — Italy, Spain and the Czech Republic. Thus, the positive implementation of e-government services in Russia is already noticeable, and the digital economy, probably not going to help to completely defeat corruption, but to reduce it may, that is recognized even by the independent international experts", — the expert believes.
