Addition:
"BATS" is a secret police force in Vienna or even Austria (well, they aren't secret anymore, because I have informed every police station [except 1] about them) and I think they only arrive when it comes to "bloody occurrences" or suicide attempts in general, they are/work somehow together with the Ambulance.
And telepathy is probably only possible through brain and heart together, you can hear it in your brain, but the heart is the actual "connection".
