Hi, I made one suggestion before in a similar @timcliff post:
An idea could be having a STEEM value in the flyer like a reward redemption coupom. The new user could post a picture holding the flyer as a proof to redeem the value (if the resources are limited, the flyer could have a warning like the promo are valuable to the first X participants).
