Depends on what you need to buy.
No need for soil in hydro/aqua ponics, but you have to provide amendments, whether that comes from the bottle or you make it from worms.
You can even use regular rocks as the substrate, but you have to make sure they are completely clean.
You don't need a water pump, but you have to circulate your water.
You might be able to pick up food-grade buckets for free from a local market.
Depends on how creative you want to be.

Probably the only real cost is the rock wool or seed starting material and the seeds. The seeds will only cost a few bucks, depending on what you get.
