You can even use regular rocks as the substrate, but you have to make sure they are completely clean.
You don't need a water pump, but you have to circulate your water.
You might be able to pick up food-grade buckets for free from a local market.

Probably the only real cost is the rock wool or seed starting material and the seeds. The seeds will only cost a few bucks, depending on what you get.
