Well off Dalits Causing huge damage to Other Dalits

The well off Dalits are the first to grab the benefits of all the schemes directed towards the benefits of Dalits. In that process most population of Dalits is not able to progress.

There need to be economic criteria in addition to caste for who can be eligible to take benefits of Dalits Schemes.
