That, in the underdeveloped countries, where there are no systems of checks and balances, the control of citizens over the state, as in Russia, no one has restricted the priests of the security cult. Russia began to turn into its usual state - the darkness of blue uniforms, and whoever does not have them, there is at least a lining of blue fabric.
Russia began to turn into a country of closed doors, keys of security guards - small priests of the cult of security. One of the reasons for the mass death of people in the "Winter Cherry" - it's just closed emergency exits at the request of security officers - the highest priests of the cult of security.

The trouble is that the purpose of the security guard - this development of the country's budgets always contradicts the interests of citizens. They need real security without restriction of freedoms, a safe urban environment is needed - safety, and not insane expenditure on phantom threats.
Safety
This word does not even translate into Russian. It means about the safety of the urban environment or public safety.
